Short answer: to import a used CNC machining center from Korea, check your own country’s rule for used machinery first (Vietnam, for example, allows machine tools up to 20 years old, while many other countries set no age limit), then specify the machine by travels, spindle taper and controller, inspect it under power before it is disconnected, and have the Korean exporter obtain a strategic-item classification before shipment, because high-precision machine tools are export-controlled in Korea. Buy through a Korean company that signs the purchase, dismantles, packs and issues the export documents, since most factories selling a used machine do not export it themselves.
This guide is for machine shops, machine tool dealers and importers. Search results for this topic are mostly machine listings and trade-data pages: they show what is for sale and what was shipped, not how to get a machine out of a Korean factory, through Korean export control and through your customs. The 7 steps at a glance
| Step | What you do | Why it comes at this point |
|---|---|---|
| 1 | Check your country’s rule for used machine tools | An age limit or inspection rule can rule a machine out before you spend time on it |
| 2 | Specify by travels, spindle, controller and options | A brand name alone does not tell you whether the machine fits your parts |
| 3 | Shortlist by nameplate, controller screen and hour meters | Maker, model, year, control version and hours decide value and import eligibility |
| 4 | Have the exporter obtain a strategic-item classification in Korea | Some machine tools cannot leave Korea without a licence; find out before paying |
| 5 | Inspect under power | Once the machine is disconnected, spindle and axis faults cannot be seen |
| 6 | Contract, Incoterm, origin and documents | Your customs may need proof of year of manufacture and will ask about origin |
| 7 | Dismantling, packing, loading and power | Weight, height and 380V 60Hz decide the container and the electrical work at your end |
Step 1: check your country’s rule for used machine tools
Rules for used machinery apply to you, the importer, not to the Korean seller. Machining centers are classified under HS heading 84.57 (subheading 8457.10), numerically controlled lathes under 84.58 (8458.11 for horizontal lathes), and other metal-cutting machine tools under 84.59 to 84.61. Use these headings when you ask your customs office or broker. Two examples checked on 14 October 2026 show how different the rules can be.
| Destination | What the rule says | What it means for a machining center from Korea |
|---|---|---|
| Vietnam | Decision 18/2019/QD-TTg, as amended by Decision 02/2026/QD-TTg of 8 January 2026, sets a general age limit of 10 years for used machinery. Age is the year of import, meaning the year the goods arrive at a Vietnamese border gate, minus the year of manufacture, counted in whole years. Appendix I gives a longer limit of 20 years to machine-tool headings 84.56 to 84.62. The machine must also be built to standards that meet Vietnamese technical regulations on safety, energy saving and environmental protection, or, where none exist, Vietnamese national standards or the national standards of a G7 country or Korea. Machines from Korea without a manufacturer’s certificate, and machines from other countries, need an assessment certificate from a designated assessment body. | A machining center built in Korea can be up to 20 years old on arrival, far more than the 10 years that apply to most other machinery. A manufacturer’s certificate of year and standard, or an assessment certificate, has to be in the import file. |
| India | Under paragraph 2.31 of the Foreign Trade Policy 2023, second-hand capital goods are freely importable without an age limit, except listed items such as desktop computers, air conditioners and diesel generating sets. Refurbished spares of capital goods need a Chartered Engineer certificate showing at least 80% residual life. | A used machining center needs no import authorisation, but refurbished spare parts shipped with it may need the engineer’s certificate. |
| Other countries | Some countries apply an age limit, a pre-shipment inspection or a licence to used machinery. Others, including most of the EU, apply no age limit but require the machine to meet their safety rules when it is first placed on the market. | Ask your customs office or broker before you shortlist a machine. We do not quote until the rule for your country is confirmed. |
Step 2: specify the machining center by work, not by brand
Korean builders whose machines are most often asked for on the used market are DN Solutions (older machines carry the Doosan or Daewoo name), Hyundai WIA, Hwacheon and SMEC. A brand and a model number are a starting point, but what decides whether a machine will run your parts is the specification below. Send it with your request, and the search in Korea becomes much shorter.
| Item | What to state | Why it matters |
|---|---|---|
| Type | Vertical or horizontal machining center, 3-axis, 4-axis or 5-axis | Horizontal and 5-axis machines are heavier, cost more to pack, and 5-axis machines are more likely to need an export classification |
| Travels and table | X, Y and Z travel in mm, table size and load capacity | Decides the largest part you can fixture, and the footprint and weight for shipping |
| Spindle | Taper (BT30, BT40, BT50, CAT, HSK), maximum speed, motor power, through-spindle coolant | Decides which of your existing tool holders you can keep and what materials you can cut efficiently |
| Controller | Make and series you can support locally, and the display language you need | Decides program compatibility, operator training and who can service the machine in your country |
| Tool magazine | Number of tools, arm type or carousel | Affects cycle time and part changeover |
| Options | 4th axis rotary table, probing, chip conveyor, coolant tank, pallet changer | Options are expensive to add later and are often removed by the seller before sale unless agreed |
| Year range and budget | Oldest acceptable year, maximum budget | Narrows the search to machines you can import and afford |
Step 3: shortlist by nameplate, controller and hours
Before anyone travels, ask for three sets of photos. First, the machine nameplate with maker, model, serial number and year of manufacture, which fixes the age for customs. Second, the controller screens: the system information page shows the control make and series, software version and installed options, and this is what your programmers and local service engineer need to see. Third, the hour meters. Controllers record power-on time, operating time and cutting time separately, and the gap between them tells you how the machine was used: a high power-on count with low cutting time usually means a lightly loaded machine, while cutting time close to operating time means heavy production.
Ask also for the alarm history and, where the seller allows, the backlash and pitch-error compensation values stored in the controller. Large compensation values on an older machine suggest worn ballscrews. These photographs cost the seller nothing, and a seller who refuses to provide them is telling you something.
Step 4: confirm Korean export control before you pay
This is the step that listings never mention. Under Article 19 of Korea’s Foreign Trade Act, the Korean trade ministry (산업통상부) designates strategic items that need an export licence in line with the international export control regimes Korea belongs to, and precision machine tools are on that list. Under Article 20, anyone who intends to export an item can apply for an expert classification, which the ministry delegates to the Korea trade security agency (무역안보관리원), to find out whether the item is controlled.
The control criteria for machine tools follow the international lists: they turn on the number of axes that can be coordinated simultaneously for contouring and on the positioning accuracy or repeatability of the linear axes, measured to ISO 230-2. A standard 3-axis production machining center is often below the thresholds, while 5-axis machines and high-precision machines may be above them. The agency’s own self-classification manual, updated in March 2026, carries a specific warning for used machine tools: do not declare a used machine tool as non-controlled without checking the criteria, because doing so can lead to penalties under the Foreign Trade Act.
What this means for you: the exporter, not the buyer, files the classification in Korea, and the result decides whether the machine can ship with or without a licence, or not at all to your destination. We file the classification request and tell you the result before you pay. If a licence is needed, the application time is added to the schedule, and we do not promise a shipping date until it is issued.
Step 5: inspect under power
A machining center reveals its condition only while it is connected to power and air. Inspect it, by live video or in person, before the seller disconnects it. You may send your own engineer or a third-party inspector; we arrange access with the seller.
| Check | How it is done | What a problem looks like |
|---|---|---|
| Spindle | Run at low, medium and maximum speed for several minutes; listen and feel for vibration; check for heat at the spindle nose; measure runout with a dial indicator on a test bar in the taper | Growling or whining at speed, heat, runout well above the builder’s figure, visible wear or fretting on the taper |
| Axes | Jog each axis over its full travel at rapid and at feed; listen to the ballscrews and guideways; check backlash with an indicator in both directions | Noise, uneven motion, backlash beyond what the controller compensation can hide, alarms from the servo drives |
| Tool changer | Run a full magazine cycle and several tool changes at random positions | Slow or hesitant changes, dropped tools, arm alignment errors |
| Lubrication, hydraulics and coolant | Check the way-lube system, hydraulic pressure, coolant pump and the condition of the tank | Dry ways, leaks under the machine, sludge in the tank |
| Way covers and sheet metal | Inspect telescopic covers, wipers and doors | Dented covers that let chips into the guideways |
| Test cut | Where the seller permits, cut a simple part and measure it | Poor surface finish, dimensions that drift between passes |
Write the condition seen at inspection, and the list of items that ship with the machine (tool holders, 4th axis, chip conveyor, manuals, electrical drawings, parameter backup), into the proforma invoice. A used machine is sold in the condition shown at inspection; any test condition or seller commitment is stated on the quote, not assumed.
Step 6: contract, Incoterm, origin and documents
Most Korean factories selling a used machine have no export staff and want a domestic sale with quick removal. In practice a Korean trading company buys the machine, arranges dismantling and packing, and exports it as the shipper. You then have one contract with one counterparty, and the Incoterm on it decides where risk passes. For a machine in a container, FOB Busan or FOB Incheon is the usual request; CFR or CIF add freight and insurance. Our guide to FOB vs CIF from Busan explains the difference, and how to verify a Korean exporter explains what to check before you pay anyone.
Two document points catch importers out. First, your customs may ask for proof of the year of manufacture: the nameplate photo, the manufacturer’s certificate where it can be obtained, or an assessment certificate where your country requires one. Second, origin. A used machine located in Korea is not automatically of Korean origin for customs purposes, and preferential duty under a trade agreement is often not available on used goods. We tell you before you pay whether a certificate of origin can be issued. The documents you receive are the commercial invoice, packing list and bill of lading, plus any certificate agreed on the quote.
Step 7: dismantling, packing, loading and power
A machining center is disconnected by a technician, the axes are moved to their transport positions and locked, the spindle and tool magazine are secured, and coolant and hydraulic oil are drained as the carrier requires. Bare metal surfaces are protected against corrosion at sea. The machine is bolted to a skid or crated, and wood packaging is treated and marked to ISPM 15. Column-type vertical machining centers often exceed the door height of a standard container once on a skid, so the choice between a 40ft high cube, an open top container or a flat rack is made from the packed dimensions, not the catalogue dimensions. Our container load calculator gives the internal dimensions used for that check.
Power is the last point and the one most often forgotten. Korean industrial power is 380V three-phase at 60Hz. In a 60Hz country with a different voltage, a transformer is usually enough. In a 50Hz country, the servo and spindle drives of a modern CNC machine rectify the incoming supply and are generally not affected by frequency, but fixed-speed motors such as coolant pumps, lubrication pumps and hydraulic units are, and the machine’s electrical nameplate decides what work your electrician has to do. Our guide to Korea 380V 60Hz machines covers the options.
Mistakes that cost importers money
- Paying before the export classification. If the machine turns out to need a licence that is refused for your destination, you own a machine you cannot ship.
- Inspecting after disconnection. A machine that is already on a skid cannot show you its spindle, axes or alarms.
- Assuming the options come with it. Rotary tables, probes, chip conveyors and tool holders are often sold separately or kept by the seller unless the list is agreed in writing.
- Forgetting the parameter backup. Without the controller parameters and ladder backup, a fault after installation can keep the machine down for weeks.
- Measuring the machine, not the packed machine. Container choice depends on skid height and packed width.
- Planning installation around the catalogue voltage. Check the electrical nameplate and the frequency rating of every auxiliary motor.
FAQ
Can I buy a used CNC machining center directly from a Korean factory?
Sometimes, but most factories selling a used machine have no export staff, no experience with export documents and no way to file the strategic-item classification. In practice a Korean trading company buys the machine, arranges dismantling and packing, and exports it as the shipper under one contract with you.
Does a used CNC machine from Korea need an export licence?
Not every machine, but every machine has to be classified. Under Korea’s Foreign Trade Act, precision machine tools are strategic items, and the exporter applies for an expert classification to find out whether a particular machine is controlled. A controlled machine needs an export licence before shipment, and the Korean trade security agency warns specifically against declaring used machine tools non-controlled without checking the criteria.
How old can a used machining center be for import into Vietnam?
Under Decision 18/2019/QD-TTg, as amended in January 2026, the general limit is 10 years, but Appendix I gives machine-tool headings 84.56 to 84.62 a limit of 20 years, counted as the year of arrival at a Vietnamese border gate minus the year of manufacture. Confirm the current text with Vietnamese customs before buying.
What is the HS code for a CNC machining center?
Machining centers fall under HS heading 84.57, subheading 8457.10. Numerically controlled horizontal lathes fall under 8458.11. National tariff lines add further digits, so confirm the full code and the duty rate with your customs broker.
Which controllers are fitted to Korean used CNC machines?
FANUC controls are common on Korean-built machining centers and lathes offered used, and Siemens and Heidenhain controls appear on some models. The controller make, series, software version and installed options are photographed from the system information screen so that you can confirm program compatibility and local service support before you pay.
